Module 7: Regional Case Example: SW Pennsylvania

The priorities established in Section 7.2 each open onto multiple pathways for action. Module 4 lays out the framework: an intervention hierarchy adapted from the NIOSH Total Worker Health model that runs from (1) individual-level encouragement and education on one end to (2) institutional and (3) policy-level redesign, substitution, and elimination on the other. Module 4’s general lesson — that the most population-impactful interventions are those that change conditions rather than ask individuals to change behavior — applies fully in SWPA.

The following subsections will walk through intervention opportunities at each of those three levels and illustrate each with examples drawn from current and emerging work across the region. The examples are not exhaustive. They are illustrative of where SWPA partners are putting their efforts, of CENSWPA’s role in connecting individual organizations into a coordinated regional environmental cancer prevention agenda, and of the entry points available to other regional coalitions doing similar work elsewhere.

It is also worth naming that not all stakeholders whose decisions shape SWPA’s exposure landscape are aligned around environmental cancer prevention as a priority. Regulatory action at federal, state, and county levels does not always match the urgency of the evidence. Economic-development frameworks across the region, and across much of the country, still treat industrial investment and public health protection as competing rather than complementary interests. Expanding the constituency for environmental cancer prevention, sustaining pressure for regulatory action, and contesting economic frames that compromise public health are not separate from the intervention agenda — they are part of it. The examples below describe both the technical work of exposure reduction and the longer political and cultural work that sustained reduction requires.
